Function recovery_already_finalized 

pub(crate) async fn recovery_already_finalized(db: &Database) -> bool

Whether an earlier recovery run already committed its results.

The marker is the same one the history-based recovery stores through store_finalized. Older slices recoveries wrote no marker, but both recovery paths commit the next tweak index atomically with the recovered entries.

This is only a completion check during pending recovery: ordinary deposit address allocation also writes the cursor, but requires an initialized wallet. The wallet is unusable until recovery finishes.
