Writes what a recovery run found together with the marker saying it finished, in one transaction, and reports whether it wrote anything.

Returns false without writing when a previous run already finalized. That case is reachable because the client only records a module’s recovery as done after recover() returns, so a crash in between reruns this with the keys already present, and insert_new_entry panics on an existing key, on that open and every open after it.
